Metrics is a reserved service name for hub-level observability — operation
timings, cache statistics, and sync statistics reported by the vault itself.
It does not exist yet: there is no factory and no @noy-db/hub/metrics
subpath export. What exists today is store-level metering via the
to-meter wrapper, which counts and times the
envelope operations a store receives — a narrower, storage-side view of
the same question.
